Lenders affordability models become more generous the larger your deposit, making it harder to get the borrowing needed to purchase a suitable property if you have a deposit of 5%. In addition, mortgage interest rates are higher where the percentage deposit is lower.

If you cannot get the borrowing needed to purchase with a 5% deposit, the Help to Buy (in certain situations) could extend your buying capability enabling you to get on the property ladder.

With help to buy you provide a minimum 5% deposit, the government provide an equity load of up to 20% of the property value which is interest free for the first 5 years. The lender finances the remaining 75% of the property. As the lenders is providing a smaller percentage of the property value the risk to them is lower and the mortgage interest rates they offer are lower.
